State Provides Funding for Renovation of Riebeckplatz

According to statements from the leaders of the state parliament’s coalition factions, the city of Halle (Saale) can count on financial support from the state of Saxony-Anhalt for the renovation of Riebeckplatz.

After the city submitted funding applications in October 2024 in accordance with the “Guidelines for Granting Subsidies to Promote Road Construction Projects on Federal or State Roads in the Major Centers of Saxony-Anhalt (Guidelines for Funding Road Construction in Major Centers)”, the coalition factions have now agreed in their budget deliberations to provide the corresponding funds. Specifically, the city of Halle (Saale) expects state funding of around 29 million euros for infrastructure measures at Riebeckplatz. The city budget includes its own funds for these measures amounting to about 8 million euros.

Mayor Egbert Geier: “The Future Center, which the federal government will build at Riebeckplatz, is a beacon that will shape the future development of our entire city. I am very pleased that the state of Saxony-Anhalt and the city of Halle (Saale) are working together to tackle the preparatory measures for the construction of the Future Center. I thank Prime Minister Reiner Haseloff, the responsible Minister Lydia Hüskens, and the state parliament factions for taking this journey together. We have a unique opportunity to develop Riebeckplatz, previously used solely as a traffic hub, into an urban living space with quality of stay, where the Future Center will be embedded as an architectural highlight and will set development impulses beyond Leipziger Strasse and the city center to the entire city.”

The measures involve the new construction, modification, and expansion of roads, engineering structures, and accompanying pedestrian and bicycle paths, as well as measures necessary for the infrastructural integration of the Future Center. Among other things, Volkmannstrasse is to be relocated eastward to the railway tracks so that the Future Center can move to the center of the square.

The city is ready to implement and has done its homework. Mayor Egbert Geier: “Preparations for the tendering of planning services and renovation measures at Riebeckplatz are in full swing. In addition, the required development plan is almost complete in draft form. Once the winning design for the architecture of the Future Center is chosen at the end of April, the city council can quickly decide on the public display of the development plan.”

Once the state budget is legally adopted, the Investment Bank of Saxony-Anhalt, responsible for approving the funding, can promptly authorize an “early start of measures” upon the city’s request. This would be followed by a Europe-wide tender for a so-called total contractor for the overall project of renovating Riebeckplatz. The contract is expected to be awarded in early 2026. The start of construction is currently planned for the second quarter of 2026.
